This guide explains the four rulesets open at launch on November 4, the rules that come with each, and how to pick one in a minute. Facts are from Blizzard's ruleset announcement, last updated October 22, 2026.
Short answer
Four rulesets open at launch: Normal, PvP, Roleplaying and Roleplay-PvP; Hardcore comes later. On Normal, world PvP is your choice; on PvP you can be attacked in contested zones and can only create characters of one faction. You can group, run dungeons and raid only with players on the same ruleset, but battlegrounds mix rulesets. Characters cannot move between rulesets. Not sure? Pick Normal.

Rulesets instead of realms
Each ruleset is one large community per region. Instead of choosing one of dozens of realms, you choose how you want to play, and the game places you with everyone who chose the same.
| Rulesets at launch | Normal, PvP, Roleplaying, Roleplay-PvP |
| Hardcore | After launch, no date yet |
| Grouping, dungeons, raids | Only with players on the same ruleset |
| Battlegrounds | Shared across rulesets, except Hardcore |
| Factions | Horde and Alliance still cannot group |
| Moving a character | Not possible: make a new character on the other ruleset |
| Shared across rulesets | Collections and Legacy points, on one account |
The four rulesets compared
| Normal | PvP | Roleplaying | Roleplay-PvP | |
|---|---|---|---|---|
| World PvP | Only if you flag yourself | Always on in contested and hostile zones | Not described by Blizzard; guides expect the Normal rules | Always at risk, as on PvP |
| Both factions on one account | Yes | No, one faction only | Yes | Not announced yet |
| Naming and behavior rules | Standard | Standard | Strict roleplay names and behavior | Strict roleplay names and behavior |
| Faction balance limits | No | Yes, character creation can pause for one faction | No | Yes: Blizzard applies balance systems to both PvP rulesets |
| Best for | Leveling, dungeons, raids without interruptions | Open-world fights and rivalries | Playing a character in an RP community | RP communities that want world PvP |
Normal. The standard experience. You fight other players only when you choose to: type /pvp to flag yourself. You still get full battlegrounds, because they draw players from every ruleset.
PvP. Leave your faction's territory and you are flagged: in contested and hostile zones, players of the other faction can attack you any time. On this ruleset you can only create characters of one faction. Blizzard also adds faction balance systems like those in Season of Discovery: if one side grows too large, creating new characters for it can be paused for a while.
Roleplaying. Strict naming rules and behavior rules for players who want to stay in character. Blizzard's post does not spell out its PvP rules; most guides expect it to work like Normal.
Roleplay-PvP. Added on October 22 after players asked for it, and open from launch. Roleplay rules on names and behavior, with the open-world danger of PvP. Blizzard's faction balance systems cover both PvP rulesets, but its one-faction rule is only stated for PvP, so it is not clear yet whether you can play both factions on Roleplay-PvP.
Hardcore (later). Death is permanent. Hardcore lives in its own closed world, with its own battlegrounds. When a Hardcore character dies, it can transfer to another ruleset, including PvP. Progress and rewards from Hardcore can carry out to other rulesets, but nothing flows back in.

Which ruleset should you pick?
| If you… | Pick |
|---|---|
| Are not sure, or new to | Normal |
| Want to level, run dungeons and raid without interruptions | Normal |
| Only care about PvP in battlegrounds | Normal: battlegrounds mix rulesets |
| Want to play both Horde and Alliance yourself | Normal or Roleplaying |
| Have friends on both factions | Normal or Roleplaying |
| Want world PvP, ganks and rivalries | PvP, after agreeing on a faction with friends |
| Want to play a character in a story community | Roleplaying |
| Want roleplay and world PvP together | Roleplay-PvP |
| Want permanent death | Wait for Hardcore |
The rule that matters most: ask your friends and guild before you create a character. A friend on PvP and you on Normal cannot group for anything except battlegrounds.
Where players disagree
Some players say world PvP on the PvP ruleset slows leveling and makes questing a chore in launch weeks. Others say the danger is the point: it is what makes contested zones feel alive.
Can you change your ruleset later?
Not for an existing character. Blizzard limits movement between rulesets on purpose: to play on another ruleset, you create a new character there. The only exception is Hardcore: a Hardcore character that dies can move to another ruleset.
Your account still carries some progress everywhere: collections and Legacy points are shared across Normal, PvP, Roleplaying and Roleplay-PvP. So an alt on another ruleset does not start from zero in the Legacy system.
During Early Name Reservation, until November 3, you can create up to 3 characters in total across all rulesets, so decide before you reserve. Launch times and packs are in our
Set your language: players who speak it
Forever also lets you choose the language of the players you meet. Open the Game Menu (Esc) > Options > System > Languages and Social, then pick your Preferred Online Language. The setting covers your whole account and can be changed once every 24 hours.
If you play in German, Spanish, French, Portuguese, Russian or another language, set it before you start: you will meet more players who speak it inside your ruleset.
What we still do not know
- Whether Roleplay-PvP also limits you to one faction.
- Exact PvP rules on Roleplaying.
- When Hardcore arrives.
- How layers inside each ruleset fill in launch week, and how long queues get.
We update this page in launch week.
Do
- Ask friends and your guild which ruleset and faction they pick.
- On PvP, agree on one faction before anyone creates a character.
- Set your Preferred Online Language before you start.
- Remember: battlegrounds work from every ruleset except Hardcore.
Skip
- Picking PvP if you want to play both factions on one account.
- Planning to move your main to another ruleset later.
- Spending all 3 reserved names before your group has decided.
