  • WoW Forever Shaman Leveling Guide 1-60: Best Spec, Talents, Totems, Rotation and Group Play

5 November 2026 Updated: 5 November 2026 Guides & News

The shaman got the biggest boost of any class at launch. Blizzard's launch notes made Stormstrike hit for 150% weapon damage every 6 seconds, raised Flurry, Mental Dexterity and Maelstrom Weapon, buffed Lightning Bolt and shocks, and brought back Call of Thunder for Elemental. In the level 60 simulation, Enhancement jumped by 35% and is now one of the top three specs.

This guide is built on what three shaman experts found in the beta, updated for the launch notes of November 3. Checked on November 4, 2026. The beta went to level 30, so everything above 30 is a forecast; we update the guide after launch.

Short answer

Level as Enhancement from 1 to 60. Auto attacks do most of your damage: pull with Lightning Bolt or Flame Shock, finish with Earth Shock and keep Lightning Shield up. Use Rockbiter Weapon early, then Windfury on a slow two-hander. Improved Ghost Wolf now opens at 25, not 18. Mana is your main problem, so pull slowly and spend 1-2 spells per mob. In a group, you deal damage, heal when needed and buff everyone with totems. Take Leatherworking and Skinning, plus Enchanting for the Polished Driftwood Icon.

Best spec: Enhancement

Yebb: "Enhancement Shaman remains the default choice for the early levels for every shaman leveling", because its strong auto attacks carry it. He calls Enhancement shamans "very flexible levelers" that work well alone; the one weakness is mana. The launch notes only made this stronger: Stormstrike, Flurry and Mental Dexterity all hit harder now.

Woah, who wrote the Restoration guide, is blunt about the alternatives: Restoration, like Elemental, is "one of the weakest leveling specs in Vanilla WoW and is arguably even worse in WoW: Forever". If you level alone, "play Enhancement instead".

An orc Enhancement shaman with a wolf pelt swings a lightning-charged axe at a quilboar in the Barrens, with totems behind him
Enhancement levels fastest, and the launch notes made Stormstrike much stronger.

Talent build by level

Yebb rebuilt his Enhancement build for the new tree on November 3: 18/25/8. His page shows only the finished build, not the order, so the levels below are ours, following his priorities: damage and Improved Ghost Wolf first, then mana.

LevelTalents
10-14Thundering Strikes 5/5
15-17Mental Dexterity 3/3
18-19Improved Lightning Shield 2
20Shamanistic Focus
21-23Elemental Weapons 3/3
24Improved Lightning Shield 3/3
25Stormstrike
26-27Improved Ghost Wolf 2/2: instant and usable indoors
28-29Flurry 2
30-31Improved Stormstrike 2/2
32Spirit Weapons
33-34Mental Quickness 2
35-39Tidal Focus 5/5 (Restoration): includes 5% hit
40-42Mindfulness 3/3 (Restoration)
43-60Elemental 18: Convection 3, Concussion 5, Call of Flame 3, Elemental Devastation 3, Elemental Focus 1, Trial by Fire 2, Earthbound 1

If you level in a group, take the Elemental points earlier for Fire Nova: Yebb says the Elemental tree "will show its strength especially in group leveling". Try the build in the Wowhead talent calculator for Forever.

Pro tip

Since the launch notes, Improved Ghost Wolf sits in the fourth row of Enhancement, so you need 15 points there before you can take it, at level 25 at the earliest. Older guides put it at 18-19.

Where players disagree

Maelstrom Weapon or not? Yebb skips Maelstrom Weapon and Rage of the Farseer and puts 8 points into Restoration for mana; in the beta he warned that Maelstrom is useless until 5/5. The level 60 simulation takes Maelstrom 5/5, and the launch notes doubled its proc chance.

Key spells and totems by level

LevelWhat you getWhy it matters
1Lightning Bolt, Rockbiter Weapon, Healing WavePull with Lightning Bolt
4Earth ShockInterrupts and finishes; shocks hit as hard as in Classic again
6Earthbind TotemKiting and escapes
8Lightning ShieldYour most mana-efficient spell (Yebb)
10Strength of Earth Totem, Searing Totem, Flametongue WeaponSearing is "weak but Mana-efficient" (Woah)
12Fire NovaYour strongest area spell; it erupts from your active fire totem
20Ghost Wolf, Frost Shock, Healing Stream TotemTravel speed
22Totemic CallPulls your totems to you, 30-second cooldown
30Astral RecallA second hearthstone
32Windfury Totem, Chain LightningWindfury stacks with every imbue except Windfury Weapon
42Grace of Air Totem

Must-have top ranks (Yebb): Earth Shock, Flame Shock, Windfury Weapon, Lightning Shield, Fire Nova, Strength of Earth, and Poison and Disease Cleansing Totems. You can skip Call of the Elements, Call of the Ancestors, Call of the Spirits and Totemic Call while leveling; Woah adds Lesser Healing Wave, Frostbrand, the resistance totems, Far Sight and Windwall. Since the launch notes, high ranks of Lightning Bolt gained the most, up to 80%, so do not skip them.

Blizzard puts the full cost of training from 1 to 60 at about 206 gold. New spells do not go on your action bars by themselves.

Rotation

One mob (Yebb)

  1. spell spell nature lightningLightning BoltPull, or Flame Shock
  2. ability shaman stormstrikeStormstrikeFrom 25; do not overuse it, it costs mana
  3. spell spell nature earthshockEarth ShockTo finish the mob
  4. spell spell nature lightningshieldLightning ShieldKeep it up between pulls

Enhancement "mostly deals with auto attacks while applying Flame Shock and using Earth Shock to finish enemies off" (Yebb). When mana is low, stop using shocks and let auto attacks work. Stormstrike now hits for 150% weapon damage on a 6-second cooldown, but still costs 8% of your base mana.

Packs (Yebb)

Any fire totem, then Fire Nova, then Flame Shock on as many targets as you can; finish with auto attacks. Enhancement handles one or two mobs well; more than that costs a lot of mana.

Mana

Yebb: "Do slow pulls and conserve your mana… Using 1-2 more spells per enemy will just increase the time spent drinking." What helps:

  • Lightning Shield between pulls and Improved Stormstrike for mana.
  • Tidal Focus and Mindfulness in Restoration.
  • The Polished Driftwood Icon from Enchanting, "one of the few extra tools we can use to fight our mana starvation battles" (Yebb).
  • A camp with a Mana Well.
  • Lower ranks of spells: in Forever the gap between ranks is smaller (Woah), and since launch, low ranks no longer lower talent proc chances.

Weapon imbues and gear

  • Imbues (Yebb): Rockbiter Weapon until about 30 for "free attack power", then Windfury Weapon on a slow two-hander. Flametongue goes on a fast one-hander with a shield.
  • Gear: Enhancement "gains something from every stat" (Yebb). Since the launch notes, Intellect matters more: Mental Dexterity turns up to 150% of it into attack power.
  • Keep your weapon close to your level: check the auction house and blacksmiths (Yebb).
  • Wizard Oil stacks with imbues (Woah).

Where players disagree

Which imbue? Yebb uses Rockbiter early and Windfury later. Woah calls Rockbiter "generally weaker" and Flametongue "our all-around strongest Weapon Imbue". The level 60 simulation uses Rockbiter on a staff.

Totems

Woah: "Totems are your best friend." Put buff totems down where you will get several kills. Earthbind Totem and Earthbound help you escape; Stoneclaw Totem distracts extra mobs; Grounding Totem eats a hostile spell. Since October 15, Strength of Earth, Grace of Air, Windfury and Flametongue Totems buff the whole raid. Totemic Call now pulls your active totems to you, every 30 seconds, so you can catch up with a group that moved on.

Elemental and Restoration while leveling

Elemental changed at launch: Call of Thunder (5% crit to Lightning Bolt and Chain Lightning) is back at 30, and Elemental Mastery became Lightning Mastery. Lightning Bolt, Chain Lightning, shocks and Lightning Overload (up to 30%) all got stronger, but Chain Lightning now costs more mana. None of our experts has reviewed Elemental leveling since these changes, so we do not recommend it yet.

Restoration is for groups: Woah says a healer will ideally "want to be leveling in a group". His Restoration build takes Water Shield at 20 and Riptide at 40.

Leveling in a group: duo, trio or party

The shaman is one of the best duo partners in the game. Warrior + Shaman and Paladin + Shaman are S tier on Whiter's duo tier list on Mobalytics; a dwarf can play both paladin and shaman, so that pair can start together. Yebb: in a group, Enhancement "can still provide your heals when push comes to shove, while also providing valuable party buffs and dealing good damage".

GroupYour specWhy
Duo with a warrior or paladinEnhancementDamage, Windfury and Strength of Earth for both of you, heals when needed
Duo with a hunterEnhancementYou hold mobs with Rockbiter Weapon while the pet and hunter deal damage
Trio, party, dungeonsRestoration to heal, or Enhancement for damageA Restoration shaman is "invaluable to any dungeon party" (Woah)

Talents for group play. Yebb's hybrid takes Call of Flame and Trial by Fire for more Fire Nova, and Restoration points for mana; in the beta he said those points also let you "function more as a healer when needed". For a full healer, Woah's Restoration build goes 0/8/41.

How to heal a group while leveling (Woah):

  • Buff totems for the party first, then Riptide on the most damaged ally, then Healing Wave.
  • On group damage: Riptide on the injured, then Chain Heal, preferably on a target with Riptide (+25%).
  • Since the launch notes, Riptide is only a heal over time on a 12-second cooldown: keep it rolling, and use Healing Wave for fast heals.
  • Low on mana? Use lower ranks.

Threat. Rockbiter Weapon generates a lot of threat, which is why Yebb says Enhancement "can even tank quite comfortably during leveling". With a real tank in the group, switch to Windfury or Flametongue, and wait for the tank before Fire Nova and Earth Shock. Blessing of Salvation no longer exists, so nobody will lower your threat for you.

Where players disagree

Damage or healing in a small group? Yebb plays Enhancement and heals "when push comes to shove". Woah says a healer should ideally level in a group, because Restoration is weak alone. Neither gives a direct answer for a duo.

Pro tip

Dual spec at 40: keep Enhancement for questing and add Restoration for dungeons.

See our group leveling guide for more pairs.

Best races

None of our experts compared races after the October rework. Shamans can be Dwarf or Skyborne for the Alliance, and Orc, Troll, Tauren or Skyborne for the Horde.

FactionRaceWhat it gives
AllianceDwarfArtisan's Precision: 1% hit; Stoneform
AllianceSkyborne (High Order)Read Leyline: 50% more health and mana regeneration for 15 seconds; Wind Blessed: 2% haste
HordeOrcBlood Fury every 2 minutes; Shatter Curse
HordeTrollBerserking for 15 seconds
HordeTauren5% more health; Plainsrunning up to 60% speed, not on a mount
HordeSkyborne (Windshaper)Skysight: 15% more speed; Wind Blessed: 2% haste; the top Enhancement race in the simulation

Professions

Leatherworking and Skinning (Yebb, Woah), plus Enchanting for the Polished Driftwood Icon. Woah warns against Tailoring. For gold: Mining, Skinning, or Herbalism and Alchemy (Yebb).

Strengths and weaknesses

StrongWeak
"Doesn't need much to get going" (Yebb)"Very mana hungry"
Can heal, deal damage, tank and buff"Can only handle 1-2 enemies at once"
Totems buff the whole group"Generates a lot of threat"
Welcome in any groupNo crowd control beyond totems and shocks

In dungeons

Yebb's warning: "If you aren't careful with your usage of Fire Nova and Earth Shock, you will quickly notice that you have involuntarily replaced your tank." In dungeons, use Searing Totem and Fire Nova until you risk pulling threat or run out of mana. Since launch, shocks hit as hard as in Classic, so they cause more threat too.

PvP in short

None of our experts covered shaman PvP after launch. The best shaman of the Forever Open duel tournament was Cdew, in third place. Grounding Totem is destroyed after it redirects one spell, and the launch notes did not add diminishing returns to the root from Earthbound.

At 60: Enhancement, Elemental and Restoration

In the MythicSim level 60 simulation of November 4, 2026, Enhancement is third of all specs and S tier in our WoW Forever tier list. Elemental deals 823 DPS and is B tier; the experimental Elehance hybrid, an Elemental who swings a staff with Stormstrike, deals 940 but needs a melee group. Restoration is an S tier healer.

8 tips that save time

  1. Level as Enhancement from 1 to 60.
  2. Improved Ghost Wolf at 26-27, not 18.
  3. Rockbiter early, Windfury on a slow two-hander later.
  4. Pull slowly, 1-2 spells per mob.
  5. Lightning Shield between pulls.
  6. Learn Enchanting for the Polished Driftwood Icon.
  7. Do not skip high ranks of Lightning Bolt.
  8. Wait for the tank before Fire Nova in a group.
